摘要:
最低工资政策作为保护低收入劳动者利益的一项重要制度安排,其健康效应长期未得到应有关注。针对最低工资标准提升对改善适龄低收入劳动力健康状况的一组研究假说,本文基于2010-2015年中国综合社会调查(CGSS)数据,借助各省区提升最低工资标准的时间间隔与幅度差异,采用双重差分法实证检验。结果显示,最低工资制度对适龄低收入劳动力群体的综合健康状况及其生理和心理维度均有显著正向影响,且对心理健康的改善效果更为明显,因而对缩小健康不平等具有重要作用。进一步剖析最低工资政策健康效应的产生机制,发现其作用路径主要有二,一是改善个体健康行为,二是提高相对经济地位感知。以上结论提供了最低工资政策健康效应存在的证据,对制定和完善规范的最低工资制度也有重要参考价值。
Abstract:
As an important institution to protect the low-income workers, minimum wage policy’s health effects have been lack of attention in China. This paper uses 2010-2015 CGSS data and takes advantage of difference-in-difference method to test the health effects of minimum wage for low-income workers. The results show that: (1) The minimum wage policy has a significant positive impact on the overall health, physical health and mental health of the low-income workers, which plays an important role in reducing health inequality; (2) The mechanism analysis shows that the minimum wage has positive impacts on the workers’ health through improving individual health behavior and individual relative income. This paper not only provide supplementary evidence for the minimum wage’s comprehensively welfare effect on the low-income groups, but also have important reference value for formulating and developing more standardized minimum wage system.
