摘要:
从知识产权保护制度视角为正面抗击雾霾污染提供经验证据,具有十分重要的意义。本文基于55个国家的面板数据分析了知识产权保护与雾霾污染的关系,弥补了跨国经验研究缺乏的不足。研究发现,各国知识产权保护水平的提升总体有利于降低其雾霾污染,知识产权保护水平每上升1个单位,雾霾污染浓度将下降5.2%;与发达国家相比,经济发展水平相对较低的发展中国家强化知识产权保护所获得的雾霾污染改善效应更大;进一步的中介效应检验发现,知识产权保护通过促进企业技术创新显著减轻了雾霾污染,技术创新在知识产权保护的雾霾污染改善总效应中占比达到31.03%。积极推动全球生态治理、实现经济绿色发展,要充分发挥知识产权保护的制度性保障功能,促进企业技术创新,推动全球环境质量改善。
Abstract:
It is of great significance to provide empirical evidence for the positive fight against haze pollution from the perspective of intellectual property protection system. Based on panel data from 55 countries, this paper analyzes the relationship between intellectual property protection and haze pollution, which makes up for the lack of transnational empirical research. The study found that the improvement of the level of intellectual property protection is generally conducive to reducing their haze pollution, and for every unit of increase in the level of intellectual property protection, the concentration of haze pollution decreases by 5.2%; Compared with developed countries, developing countries with relatively low level of economic development have a greater reduction effect in haze pollution by strengthening intellectual property protection; Intermediary effect inspection found that intellectual property protection significantly reduce haze pollution by promoting technological innovation of enterprises, and technological innovation accounts for 31.03% of the total reduction effect of haze pollution under intellectual property protection. To promote global ecological governance and realize green development, we need to give full play to the institutional guarantee function of intellectual property protection, promote technological innovation of enterprises, and further improve global environmental quality.
