本文使用1998—2009年中国工业企业数据库,从创新投入和创新产出双重维度探讨了要素驱动增长模式下最低工资标准上涨对企业创新行为的影响。研究发现,最低工资标准上调显著抑制了企业的研发投入和新产品产值的提高。这一影响对不同类型的企业存在显著异质性。具体而言,相较于低生产率、低加成率、低工资和融资约束较紧的企业,最低工资上涨对高生产率、高加成率、高工资和融资约束较松企业创新行为的负向影响较小。由于后者在创新投入和创新产出上均存在显著优势,最低工资上涨显著扩大了同一行业内企业之间在创新投入和创新产出的差距,进而使行业内创新资源配置的不平等态势扩大。此外,企业所有权的异质性影响结果表明,最低工资上涨对企业创新行为的负向冲击主要体现于民营企业样本。整体上,由劳动力成本上涨引致的融资约束收紧是导致这一负向冲击的主要原因。
Abstract:
The paper investigates the impact of the rising minimum wage standard on firms’ innovation behavior from the perspective of R&D input and output using the Annual Survey of China Industrial Enterprise Database over the period from 1998 to 2009 . We find: The increase of minimum wage standard significantly decrease firms’ R&D investment and new product output. This effect is heterogeneous for different types of firms. Specifically, the negative impact of the rise in minimum wages on firms’ innovation behavior is smaller for companies with higher productivity, higher wages, and less financial constraints. Since the latter has significant advantages in innovation input and output, the heterogeneity impact of the minimum wage on corporate innovation behavior significantly expands the gap of R&D investment and innovation output among enterprises in the same industry , which contributes the inequality of RD resource allocation. Our paper implies that financing constraint maybe the main underlying mechanism which has resulted in the negative effect of minimum wage on firm innovation behavior.
